Title III
Title III Part B – Strengthening Historically Black Colleges and Universities Program
Background and Purpose:
The Strengthening Historically Black Colleges and Universities Program, often referred to as Title III, is a federally funded grant program created as part of the Higher Education Act of 1965. The purpose of Title III (Part B) is to provide financial assistance to Historically Black Colleges and Universities (HBCUs), to assist these Institutions in establishing and strengthening their physical plants, academic resources, fiscal management, and endowments, so that they may continue to participate in fulfilling the goal of equality of educational opportunity.
Allowable Activities –
Title III grant funds may be used for the following purposes:
(1) Purchase, rental, or lease of scientific or laboratory equipment for educational purposes, including instructional or research purposes;
(2) Construction, maintenance, renovation, and improvement in classrooms, libraries, laboratories, and other instructional facilities;
(3) Faculty development and exchange;
(4) Academic instruction in disciplines in which Black Americans are underrepresented;
(5) Purchase of educational materials;
(6) Tutoring, counseling, and student service programs;
(7) Funds and administrative management, and acquisition of equipment for use in strengthening funds management;
(8) Joint use of facilities, such as laboratories and libraries;
(9) Establishing or improving a development office to strengthen or improve contributions from alumni and the private sector;
(10) Establishing or enhancing a program of teacher education; and
(11) Other activities approved by the Secretary of Education.
Title III Program at Philander Smith College:
The Philander Smith College Title III Program encompasses the following activities that address the College’s needs, as identified by the Strategic Plan.
(1) Strengthen and Improve Library Resources, Services and Programs;
(2) Improve Retention and Academic Success;
(3) Improve Academic and Student Services through the Integrated Campus Center;
(4) Enhance the Music Department;
(5) Increase the Production of Highly Qualified Teachers;
(6) Strengthen Accreditation Services for Institutional and Program Accreditation;
(7) Strengthen the Computer Science Program;
(8) Strengthen and Enhance Computer Information Services (CIS); and
(9) Strengthen and Improve the Development Office.
