The Vice Presidents and Senior Administrators of the College comprise the President’s Cabinet. These senior administration officials work closely with the President to establish goals and priorities for Philander Smith College.
Frank James, Ph.D.
Vice President for Academic Affairs
Dr. Frank James was named Vice President for Academic Affairs in January 2007. In his nearly 30-year-career at PSC, Dr. James has served in various capacities, including Interim Vice President for Academic Affairs (October 2006-January 2007); Chairman of Mathematics and Computer Science (1988-2006); and Director of Computer Information Services, Professor of Mathematics (1999-Present).
He is now responsible for the day-to-day operations of the college's Academic Affairs Division, a team of professors and professionals who offer curricula that lead to more than 15 degree programs in six academic areas: Academic Succes Program, Academic Advising, the Donald W. Reynolds Library & Technology Center, Institutional Research and Assessment, as well as accreditation, sponsored programs and grants.
Dr. James earned his B.A. in mathematics from Philander Smith College in 1961. He holds a master's degree in mathematics from the University of Arkansas, and a Ph.D. in mathematics from New York University. He joined the Philander Smith faculty in 1999 after serving as director of graduate studies and professor of mathematics at the University of Arkansas at Pine Bluff (1985-1999). His other professional experiences include having served as a lecturer at Queens College in Flushing, New York (1970-1971) and assistant professor of mathematics at Grambling University (1965-1970).
Terry Wallace
Vice President for Fiscal Affairs

A native Arkansan, Terry Wallace received his B.S. in business administration with a major in accounting from the University of Arkansas at Fayetteville. With over 25 years of financial management experience in the private business sector, he started as a consultant at Philander in 2005 and was named Vice President for Fiscal Affairs in September 2008. The Office of Fiscal Affairs has oversight of the Business Office, Human Resources, Auxiliary Services, Computer Information Systems and the Physical Plant. Wallace serves on the board of the Downtown Little Rock Partnership as chairman of the membership committee.
Juliana Mosley, Ph.D.

Dr. Juliana Mosley came to PSC from John Carroll University in Cleveland, Ohio, where she served as director of the Office of Multicultural Affairs. Previously, she was the executive assistant to the president of Kentucky State University and served as a teaching associate in the Department of Educational Leadership at Miami University. Her research interests include black women's leadership, racial identity attitudes of black students, culturally relevant curriculums and communities. Mosley received a B.S. Degree in Business Education from Ball State University and an M.A. in curriculum and teacher leadership with concentrated studies in urban education, as well as a Ph.D. in Educational Leadership from Miami University.

Little Rock native Eric Walker is a graduate of Morehouse College with a degree in political science and holds a Doctor of Jurisprudence from the Indiana University School of Law.
Previously, he served in the office of the Arkansas Attorney General, with experience in civil litigation and consumer protection. He also served as a deputy prosecuting attorney in Little Rock. Walker is a graduate of Leadership Greater Little Rock Class XXIII.
Shannon Fleming, Ed.D.
Vice President for Institutional Advancement

Dr. Shannon Fleming oversees a team of fund raising, public relations and alumni affairs professionals in the Office of Institutional Advancement. With more than 20 years experience in Arkansas higher education, he most recently served as associate vice president for advancement at the University of Central Arkansas.
He holds a B.S. from the University of Arkansas at Monticello, a master's degree in business administration from Louisiana Tech University and a doctorate in higher education administration from the University of Arkansas at Little Rock. He is a current member of the Downtown Rotary Club of Little Rock and serves on the Board of Directors for Arkansas Special Olympics.
David D. Page
Director of Financial Aid

David Page has more than 16 years of financial aid experience. He holds a degree in business administration from Oklahoma State University and a master's degree in college student affairs from the University of Arkansas at Little Rock.
Prior to his current position, he served as the associate director of financial aid at Dillard University. He has also worked at the University of Tulsa. In 2006, Page was elected the 2008 president of the Southwest Association of Student Financial Aid Administrators (SWASFAA) representing over 1600 members. As president of the regional association, Page serves a three-year term on the Board of Directors for the National Association of Student Financial Aid Administrators (NASFAA). From 2004 to 2006, Page was a member of the Sallie Mae HBCU Initiative Board.
George R. Gray
Director of Admissions and Recruitment

George R. Gray has the task of prospecting, recruiting and admitting the next generation of proud and outstanding Philanderians as director of admissions and recruitment. Prior to joining the Philander family, he was at Morehouse College in Atlanta, Ga., where he served as the assistant dean of admissions and recruitment, and briefly as the assistant dean of records. Gray, a native of New York, earned his Bachelor of Science degree from Morehouse College and his MBA from Nova Southeastern University. His research interests center around team building, problem solving and critical thinking.
